- Excluding the three jurisdictions in which all those younger than 21 go through the GDL program (District of Columbia, Indiana, New Jersey), the intermediate holding period is either 12 months or 18 years of age in 26 states. However, this does not mean that all GDL teens in those states will remain under the restrictions for 12 months. For example, in Illinois, a learner permit can be obtained at 15 years, has to be held for nine months, and once licensed a passenger restriction is in effect for 12 months. Illinois teens who obtain their permit after they are 16 years, 3 months old will turn 18 before they complete the 12-month term.
- The intermediate holding period is 12 months or more in the following states: Arizona, California, Colorado, Connecticut, Florida, Georgia, Illinois, Iowa, Louisiana, Missouri, Montana, Nebraska, New Jersey, New Mexico, Ohio, Oregon, Pennsylvania, Rhode Island, South Carolina, Tennessee, Texas, Virginia, Washington, and West Virginia.
