Current implementation status

  • The following nine U.S. jurisdictions currently have a minimum entry age of 16 for the learner stage: Connecticut, Delaware, DC, Kentucky, New Jersey, New York, Pennsylvania, Massachusetts, and Rhode Island.
  • Forty-two jurisdictions have a minimum entry age between 14 and under 16 for the learner stage.
