Current implementation status
- Laws requiring license plate identifiers are quite common in other countries whereas in the U.S. only New Jersey has such a law. Laws have been considered and rejected in other states, the predator concern remaining an issue. Decals bills have been put forth in Massachusetts and New York, as of July 2017.
- In New Jersey, a decal program was successfully implemented to identify GDL holders and facilitate enforcement to increase compliance with GDL restrictions. In the case of New Jersey, a tragic road crash involving a teen driver, strong advocacy, and educating law enforcement helped build buy in and support implementation of the decal program.
