- There are 7 jurisdictions with GDL policies that apply to novices 18 and older. These include: District of Columbia, Indiana, Maine, Maryland, Connecticut, Minnesota and New Jersey.
- New Jersey applies all GDL requirements to novices younger than 21 years, including a 6- month learner stage plus night and passenger restrictions. Drivers aged 21 and older must hold a learner permit for a period of three months. Indiana and the District of Columbia are similar to New Jersey in applying GDL to novices younger than 21.
