Current implementation status

45 states have passenger restrictions.

• Ten states allow no passengers throughout the intermediate period
• Six states initially allow no passengers, then relax the restriction to allow one, two, or three
• Twenty-four states allow only one passenger throughout the intermediate period
• Five states allow one passenger during the first part of the intermediate period, after which three passengers are allowed
